The Pacific Islands Forum Fisheries Agency (FFA) has applied for additional financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program – Second Phase for Economic Resilience (PROPER) Project, and intends to apply part of the proceeds toward payments under the Contract for Design, Supply and Installation of a Solar Generator at the FFA HQ, in Honiara, Solomon Islands. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
FFA now invites sealed Bids from eligible Bidders for design, supply, installation, and commissioning of a 395 kWp solar generator with 550 kWh BESS within the FFA compound in Honiara, Solomon Islands. The duration of the contract will be for 12 months.
Bidding will be conducted through an international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (February 2025) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%.
Interested eligible Bidders may obtain further information and download bidding documents from FFA website at www.ffa.int/work-with-us/tenders/ or request bidding documents at the address below during normal working hours.
Bids must be delivered either physically or electronically on or before 3rd October 2025, at 12:00 pm local time. The procedure for electronic submission will be detailed in the Instruction to Bidders in the RFB. Late Bids will be rejected. The file “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend in person and via video conference on 03rd October 2025 at 12:30 pm local time. All files named “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
All Bids must be accompanied by a Bid Securing Declaration.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
