Developments – Phase 2

Background

In late 2021, the Solomon Islands Ministry of Fisheries and Marine Resources (MFMR) received approval to launch the second phase of the Pacific Islands Regional Oceanscape Program (PROPER). This phase builds on the foundation laid by the first Pacific Islands Regional Oceanscape Program (PROP), integrating key lessons learned and offering strengthened technical, advisory, and management support. Through these enhancements, PROPER aims to boost MFMR’s capacity to deliver its mandate more effectively and efficiently.

PROPER officially became effective in July 2022. Its overarching goal is to strengthen regional collaboration and enhance national capacity for the sustainable management and development of both oceanic and coastal fisheries in the Solomon Islands.

To achieve this, the project is organized into three major components:


Component 1: Strengthening Regional Collaboration and National Capacity for Oceanic Fisheries

This component focuses on elevating enforcement, monitoring, and surveillance within the oceanic fisheries sector. Key actions include:

  • Developing and implementing legislation, policies, procedures, and operational plans
  • Establishing advanced systems for data collection, analysis, and reporting
  • Improving institutional performance by upgrading workplace environments and providing essential operational equipment

Together, these efforts help ensure informed decision-making and stronger overall governance of oceanic fisheries.


Component 2: Strengthening Regional Collaboration and National Capacity for Coastal Fisheries

Designed to support coastal communities and foster sustainable practices, this component emphasizes:

  • Technical assistance tailored to community needs
  • Enhanced partnerships and networking across stakeholders
  • Support for provincial governments in coastal fisheries management
  • Institutional strengthening at both national and provincial levels

The aim is to improve how coastal fisheries services are delivered and to empower communities to steward their marine resources sustainably.


Component 3: National Program Management, Monitoring, and Evaluation

This component ensures the smooth and accountable implementation of the entire program. It covers:

  • Overall project oversight and coordination
  • Policy dialogue and strategic planning
  • Budgeting and procurement
  • Monitoring, evaluation, and reporting

Through strong governance and clear accountability systems, this component supports successful delivery of PROPER’s objectives for both MFMR and the World Bank.
